Alexander Guerrero AB'01, Professor of Philosophy at Rutgers University and Editor-in-Chief of Philosophy Compass, the leading peer-reviewed philosophy journal, makes the case for governing by lottery.

A hallmark of our Democracy is our system of periodic elections.  Elections should provide long-term accountability, but increasingly, elections are dominated by wealthy and powerful special interests with choices among candidates who have sought out power.  In Lottocracy - Democracy Without Elections, Alex Guerrero advocates for government by random selection.  What if we abandoned congressional elections and instead filled the House of Representatives with 435 Americans selected lottery-style from the population?  Guerrero argues that injecting random assignment into politics is a smart and straightforward way to reduce short-term incentives, negate elite capture and generate policies that are responsive to the majority of people.  
 

 

 


 

 

 


Alexander Guerrero AB'01 is Professor of Philosophy at Rutgers University - New Brunswick.  He has written on a wide range of topics in ethics, legal philosophy, and political philosophy, and regularly teaches courses on the Ethics of Artificial Intelligence, as well as courses on African, Chinese, Latin American, and Native American Philosophy.  He is an Associate Editor of Ethics and created a free online 'MOOC' course for Coursera entitled Revolutionary Ideas: an Introduction to Legal and Political Philosophy, which has been taken by hundreds of thousands of students around the world.  He has a JD and a PhD from New York University, and graduated summa cum laude from Harvard in 2001 with an AB in Philosophy.
